Latvian Prime Minister Andris Kulbergs’ pro-Ukraine and pro-Europe party was seen winning a parliamentary election on Saturday by an unexpectedly wide margin, exit polls showed, even as projected results for other coalition parties suggested the centrist PM would have to form a new ruling coalition.
