Proposition 36 supporters, including San Diego County District Attorney Summer Stephan, State Senator Catherine Blakespear, and San Jose Mayor Matt Mahan, are calling on the state to fully fund the law, which allows district attorneys to charge shoplifting or petty theft suspects with a felony if they have two or more prior theft-related convictions, despite opposition from Governor Gavin Newsom.
